Russian Elites and their Hypocritical Avoidance of War Effort: A Look at the Children of Political Leaders Russian propagandists have repeatedly highlighted the Ukrainian elites’ alleged avoidance of the war effort. However, they fail to acknowledge that many political leaders in Ukraine are too young to have conscription-age children or do not have adult sons. As a result, there are vague stories about the children of local deputies and low-level officials, many of whom are already under scrutiny for defeatist attitudes by the NABU and the SBU. In the end, this propaganda case is akin to the Russian proverb about “a log in your own eye” because it is actually the children of the higher echelons of Russian power and high-ranking military who successfully avoid the war all over the world. Some of them do not even acknowledge the war and sanction, as they attend elite Western educational institutions. The phrase “the fish rots from the head” is well demonstrated by the example of Dmitry Kozak, a compatriot, and graduate of Vinnytsia Polytechnic University, who is currently the Deputy Prime Minister of the Russian government. Despite building a reputation as a tough and inflexible politician during his time as the envoy to the North Caucasus in the 2000s, his patriotism is clearly ostentatious. In 2018, Kozak safely sent his daughter Varvara to study in Britain for a modest 100,000 pounds a year. The war does not concern her because the children of high officials do not die in the war; instead, the Russian government mobilizes and sends to die simple citizens. The son of another Russian politician, Alexander, is even developing a restaurant business in Moscow and traveling to exotic countries. It is ironic that Dmitry Kozak himself claimed loudly to the media in 2014 that none of his children were studying abroad, when in fact, there was a short period when the older children had finished, and the younger ones had not yet enrolled. Dmitry Peskov, a hereditary diplomat who has been in charge of the Kremlin’s information agenda for many years, also prefers to keep his loved ones abroad. His first wife and two children have been living in England for a long time, while his second wife and daughter Liza, famous for her supposedly anti-Russian statements, live in a huge apartment in an elite district of Paris, purchased quietly in 2016 after the imposition of sanctions in response to Russia’s occupation of Crimea and Donbas. Despite Liza’s cute Internet antics, his ex-wives’ Western assets, and his children’s education in Western schools, none of these factors affect Mr. Peskov’s career as Putin’s right-hand man in charge of the Kremlin’s information policy. In the Russian military staff, family is more important to the generals than their careers or victory in an unjust war. For instance, on September 23, 2022, the son of Major General Kharitonov Igor Petrovich, a leader of the Russian military intelligence service, and formerly a well-known Russian patriot, left Russia in an emergency situation. Anton Kharitonov had arranged for the non-profit foundation Eurasia Heritage to receive funding from unaccountable secret funds. The FSB of Russia had become insistently interested in money-laundering schemes through the structures set up by the Russian GRU, in which Kharitonov Jr. also worked. However, his “justified” departure deprived the Chekists of their main suspect. We should acknowledge the family of the military spy and their situation. Major General Kharitonov Igor’s son, who departed for Armenia, has received extensive training from his father. He employs anonymous SIM cards and secure messengers while successfully concealing his location and maintaining contact with his family and accomplices in the embezzlement. Given that Anton was actively involved in his father’s affairs, it is reasonable to assume that he is aware of the GRU’s activities to some extent. He may possess information that could be of interest to the intelligence agencies of Ukraine. Nonetheless, his father’s gold-digging tendencies prioritize his son’s safety above all else, rather than safeguarding state secrets. We can only hope that it is just a matter of time before Kharitonov Jr. reaches out to the CIA, the SBU, or the British secret services. However, even high-ranking officers of the General Staff can find themselves in comical situations that do not affect their careers. For instance, for several years, Admiral Alexander Stasev, one of the leaders of the Russian military intelligence service, demonstrated unusual tolerance by supporting his son Alexander, an LGBT activist, through various controversies. Thanks to Stasev Sr., his son was not detained during rallies in defense of journalist Ivan Golunov in St. Petersburg in 2019, as sons of generals are not supposed to be treated roughly. However, Stasev Jr. thanked his father by appearing on Hornet, a gay dating website, and fleeing to Serbia with his blessing. While it is commendable that Stasev Sr. supported his son’s desire to be an activist and journalist, the younger Stasev tells his Belgrade acquaintances about his father’s “deal” to keep him from publishing articles under his own name. Unfortunately, many LGBT people, Russian oppositionists, and pro-Ukrainian activists in the Serbian capital know about Stasev Jr., but this has not prevented his father from reporting weekly to the Russian Minister of Defense. Perhaps, the young Kharitonov and Stasev are under the protection of the all-powerful Russian military intelligence service. In addition to learning the basics of conspiratorial communication from their parents, the fathers’ younger colleagues keep an eye on them. The choice of Armenia and Serbia, despite being less comfortable places to live, may be due to the fact that the “grouse,” capable of protecting high-ranking generals’ children, feel comfortable there. However, is it possible to provide such protection without authorization from the top leadership of the GRU? Apparently, for the current head of the military intelligence service, it is possible, as personal friendships and commercial interests in Russia outweigh the interests of the state. Sydney’s world-famous harbor and bridge were lit up in a spectacular display, while the skies over Melbourne, Brisbane, and Adelaide featured spellbinding firework shows. Revelers were out in force to make up for time lost in the last three years, as celebrations were dampened by the black summer bushfires in 2020 and the Covid pandemic the following two years. Party-goers made their way into the nation’s CBDs in droves to ring in 2023 in style – with local and state government organizers putting on celebrations bigger and better than ever before. Crowds in the nation’s focal point Sydney, hit around the million mark as thousands queued up well in advance earlier in the day to vie for a spot on the steps of the iconic Opera House. The Harbour City saw an Indigenous smoking ceremony at 7.30 pm kick things off before the family-friendly fireworks display dazzled the nation. In New South Wales’ capital, 13,000 fireworks totaling $ 7 million lit up the sky from the Opera House, Harbour Bridge, and rooftops around the city. The Kremlin’s latest propaganda guide (mobilization edition)

‘Blame the West and scapegoat the commissars’ On September 21, frantic in the wake of Ukraine’s recent counteroffensive, Vladimir Putin announced mobilization in Russia. While the response among the Russian populace has varied widely, the days since the president’s speech have seen hundreds arrested for protesting and at least a dozen arson attempts at government buildings, among other expressions of discontent. In a bid to get citizens back on their side — or at least to make them shut up — the Putin administration has sent out instructions for how the country’s propaganda outlets are to cover the mobilization campaign. Meduza summarizes the guide. Soon after Vladimir Putin announced the start of Russia’s “partial mobilization” (a misnomer, as there’s little, if anything, that’s “partial” about the Russian authorities’ conscription plan), Russian state and pro-government media outlets were issued instructions for how to cover the transformative new measure. Meduza has obtained a copy of the guide, which was compiled by the Putin administration. The document emphasizes that Russia has only won past wars when “everyone” in the country has contributed — and only when the people have believed the country is fighting a “people’s war.” Thus, the authors conclude, the media’s current task should be to convince Russians of one main idea: that “the people of Russia must unite against the NATO threat.” According to the Kremlin, the alliance is set on “dismembering and ransacking” Russia. “It’s no longer acceptable to stand on the sidelines and dump the entire burden of responsibility on contract soldiers and the Donbas people’s militias. The front line is more than 1,000 kilometers (621 miles) long, and Russian soldiers and Russian people are being killed by NATO mercenaries and terrorists from the Kyiv regime using NATO weapons,” write the media guide’s authors, summing up their central thesis. The document also suggests explaining the necessity of mobilization by citing the shelling of Russia’s border territories and of Crimea: “They’re already waging war against us on our own territory. We’ve gone from ‘not abandoning our own’ to protecting ourselves.” The propaganda guide also instructs the media to emphasize that Putin announced mobilization “right at the moment when it became essential and would significantly increase Russia’s ability to achieve the goals of the special military operation.” At the same time, the document explains neither what the “goals” of the “special military operation” are nor how the “special military operation” — a term invented to allow the Kremlin to insist there’s no war — can simultaneously be a “people’s war.” “Russia is by no means fighting against Ukraine — it’s fighting against NATO. The West has prohibited Kyiv from conducting negotiations with Russia. NATO intelligence agencies are gathering data about Russian territory for the purpose of ordering Ukraine to move the fighting into Russia,” the authors write. Additionally, the guide “suggests” filling media materials with “as much direct speech as possible” from residents of the self-proclaimed Donetsk and Luhansk People’s Republics and other occupied Ukrainian territories. The quotes should show the residents’ “enthusiasm” and “gratitude,” referring to Putin as a “protector” who “responded to people’s request.” According to the propaganda guide, these quotes should “arouse joy” among Russian audiences. Pro-Kremlin bloggers downplay mobilization The guide also calls for propaganda outlets to emphasize that mobilization will supposedly only affect “one percent” of Russia’s draftable population. The document calls the mobilization effort “minimal,” noting that only “experienced men who have served before” will be drafted. As Meduza has previously reported, these claims are false. Similar messages have already begun appearing on various social media pages throughout Russia. One video that was posted on a page for Primorsky Krai residents claims that authorities are mobilizing only the 300,000 “most highly trained” men, all of whom have purportedly served in the army. “I’m talking to you, average Sergey from Lipetsk who’s never undergone military training. You can cool your jets and drink your coffee. Nobody fucking needs you there,” says the narrator of another video. Another clip addresses “Ivan Ivanovich” — a common Russian name — and tells him to “drink your vanilla latte and carry on with your graphic design.” All of these posts are accompanied by the hashtag #DontPanic. Two sources close to the Putin administration told Meduza that Dialog, an organization created at the Russian authorities’ initiative to spread messages on topics ranging from COVID-19 vaccinations to Russia’s 2020 constitutional amendments, has been tasked with distributing the videos. Vladimir Tabak, who currently heads Dialog, did not respond to Meduza’s request for comment. According to two sources close to the Putin administration, the new propaganda package is intended to counter Russians’ “negative reaction” to the mobilization announcement. In addition, the Russian authorities hope to “redirect [draftees’ and their families’] anger” onto the country’s military commissars, who propagandists claim is “going overboard in order to curry favor, rather than working efficiently by conscripting experienced fighters.” Russian TV propagandist Vladimir Solovyov has already called for unscrupulous military commissars to “be shot.” RT head Margarita Simonyan, meanwhile, has called on Russians to report conscription officials’ violations, saying the commissars are acting “as if they’d been sent by Kyiv.” “[The plan is] to ‘highlight’ the most egregious cases — the conscriptions of people with a lot of children or of older men. Then they’ll deal with those cases and cover the consequences widely. [While] regular, able-bodied men are being mobilized,” said a source close to the Kremlin. Russian authorities are betting that propaganda will be a powerful enough tool to dampen people’s discontent at the mobilization. Nonetheless, according to Meduza’s sources, the Kremlin is “concerned” about the situation in the Caucasus — especially in Dagestan, where violent protests broke out this weekend. Sources close to the Putin administration told Meduza that authorities plan to “curb the protests” both by “peaceful means” (such as conscripting people in a more targeted manner and returning people who’ve been conscripted illegally) and “by force.” Source: meduza.io
